Integrated care system
The NHS Lancashire and South Cumbria Integrated Care Board (ICB) was established in July 2022. It replaced the eight clinical commissioning groups (CCGs) in the area. It is accountable for NHS spend and performance, and responsible for the day-to-day running of the NHS in Lancashire and South Cumbria. It includes NHS trusts, local authorities and general practices.
In NHS Lancashire and South Cumbria's ICB the partnership across health and care within the integrated care system is called Lancashire and South Cumbria Health and Care Partnership.
As part of the Health and Social Care Act 2022, NHS Lancashire and South Cumbria ICB and the unitary and upper tier local authorities hold a statutory duty to coordinate Lancashire and South Cumbria Integrated Care Partnership (ICP) together. The health and care partnership aims to join up health and care services, improve people's health and wellbeing, and to make sure everyone has the same access to services and gets the same outcomes from treatment. Membership includes representatives from the ICB, local authorities, health and wellbeing boards and other partners.
To support this integration between the NHS and other partners there are four place-based partnerships which are aligned with the four upper-tier authorities: Lancashire, Blackburn with Darwen, Blackpool, and South Cumbria (part of Westmorland and Furness Council).
A place-based partnership is a collaboration of planners and providers across health, the local authorities and the wider community, who take collective responsibility for improving the health and wellbeing of residents within a place. Partners include local authorities, NHS organisations, businesses, education, Healthwatch and voluntary, community, faith and social enterprise (VCFSE) organisations.
As the Lancashire County Council footprint is considerably larger, the place-based partnership for this area will be supported by three delivery units coterminous with current local authority boundaries:
East (Burnley, Hyndburn, Pendle, Ribble Valley and Rossendale)
Central (Chorley, Preston, South Ribble and West Lancashire)
North (Fylde, Lancaster and Wyre)
